Our senior leaders and partners are dedicated to working together to provide in-demand IT services and resources to the Penn State community. Though they work in tandem to fulfill the mission of OVPIT, each leader brings his or her own blend of knowledge, expertise, and experience to their roles. Many have received awards for their contributions and serve on committees across higher education and IT organizations nationwide. The following individuals represent OVPIT, while some also belong to IT groups—OVPITCollab and the IT Leadership Council—and partner organizations throughout the University.

Ken Forstmeier

Interim Vice Provost for IT and Interim Senior Director, Enterprise Infrastructure and Operations

As interim vice provost for IT, Ken provides guidance to nearly sixty IT units across Penn State. Ken also directs multiple operational aspects of the University’s IT enterprise, ranging from service management and infrastructure to systems and applications integration. Currently, he is a member of both the steering committee for Project LionPATH and the business decision body for Project WorkLion, multi-year initiatives to replace and improve the University’s student information system, human resources, and payroll systems, respectively. Previously, Ken was senior director of Administrative Information Services.

Allen Stubblefield

Interim Senior Director, Services and Solutions

Allen plays an integral role in the advancement of IT services at Penn State. As the director of Service Desk and Support, Allen oversaw enterprise business services and applications, classroom and lab IT support, and the Knowledge Commons Service Desk. Allen is also a sponsor of the shared service environment, which provides University service desks with a collaborative service management process and virtual consolidation of resources.

Jennifer Sparrow

Senior Director, Teaching and Learning with Technology

A member of Penn State since 2014, Jennifer oversees innovative ways educators can use technology to enhance research and education at the University. Previously the director of online and innovative learning at Case Western Reserve University, Jennifer is also a member of the Unizin Board of Directors. She has received many honors, including being named one of the Center for Digital Education’s Top 30 Technologists, Transformers, and Trailblazers in 2014 and the 2013 EDUCAUSE Rising Star Award for being an emerging IT leader in higher education.

Janice Swayne

Interim Director, OVPIT Communications

Janice has more than twenty-seven years of experience in public relations and marketing. Throughout her time at Penn State, she has provided communications support for areas ranging from science, to transportation, to continuing and adult education. A member of OVPIT Communications since 2012, she has helped guide the creation of print and digital messaging that promotes the value and importance of IT-related initiatives, projects, and services and also showcases the numerous achievements and contributions of IT staff throughout the University.

Susan Morse

Director, OVPIT Human Resources

With more than thirty years experience in human resources, Susan delivers expertise in compensation, recruitment, benefits, and employee relations to areas throughout OVPIT. Susan led a team involved in developing Penn State’s competency program for job classifications across the University. In addition, she is frequently a presenter at national conferences and holds such accreditations as Certified Compensation Professional, Certified Benefits Professional, and Senior Professional in Human Resources.

Jeff Reel

Interim Senior Director, Telecommunications and Networking Services

For more than seventeen years, Jeff has been instrumental in developing and managing networking solutions that support instruction; research; and voice, video, and data communication needs at Penn State. In his current role as interim senior director of Telecommunications and Networking Services, he manages the administration of telecommunications and networking services throughout Penn State’s multiple campus locations. Jeff also currently serves as the director of Strategic Programs in OVPIT.

Mark Saussure

Director, Penn State Data Centers

Mark oversees the strategic planning, implementation, and construction of new enterprise data center facilities at Penn State. In this role, he ensures that all data centers maintain overall best practices, which include governance, capacity planning, and change management. Mark serves on two key infrastructure committees for the CIC and advocates building new, highly efficient data centers in higher education.

Pamela Fuller

Interim Chief of Staff, Office of the Vice Provost for Information Technology

A valuable member of Penn State for more than twenty-seven years, Pam drives planning initiatives for the Plan-Build-Run concept of IT operations and also supports alignment of such administrative functions as communications, facilities, finance, human resources, and planning for the Office of the Vice Provost for IT. Her previous roles in IT include senior financial advisor and director of IT Planning and Resources.

Tim Shuey

Financial Officer, OVPIT Financial Services

Tim provides leadership and expertise to OVPIT in support of accounting and financial oversight, operational efficiencies, strategic planning, and new initiatives. In this role, Tim inspires team building, professional development, standardized processing, and financial transparency. He holds an active Certified Public Accountant (CPA) license from the state of Maryland and is a member of American Institute of CPAs, the Maryland Association of CPAs, and the Technology Business Management Council. In 2015, he collaborated on the EDUCAUSE paper “Aligning IT Funding Models to the Pace of Technology Change.”

John Hoh

Interim IT Senior Director, Commonwealth Campuses

John has been involved in managing and developing IT systems for more than two decades and actively promotes IT leadership at the University. At Penn State Harrisburg, John advocated for an increased IT presence and helped all campus classrooms and event spaces become technology enhanced. Due to these efforts, John and his team received an IT Impact Award in 2013.

David Gindhart

IT Senior Director, Finance and Business

Appointed to his current position in 2015, David provides strategic direction, leadership, and administration for IT operations across the subunits of Finance and Business. Prior to this role, David served as the director of Research Information Systems in the Office of the Vice President for Research.


Collab is a group dedicated to transforming the organizational culture of OVPIT and IT at Penn State by fostering a vibrant community and developing new ways of working.

IT Leadership Council

Comprised of more than eighty IT directors and managers from across Penn State, the IT Leadership Council (ITLC) is a University-wide group that helps align IT services, goals, and processes with Penn State’s teaching, research, and service mission.
